Purpose

Develop and lead the operation and maintenance of the commissioning capability. Provide functional leadership and support for current and future project opportunities, and to the relevant Project teams, to ensure that all commissioning activities are achieved and delivered safely, on time and on budget,

Responsibilities

Manage all completions activities to achieve project safety, schedule, budget and quality requirements. Promote and drive the early involvement of Completions in areas of HSE, technical design, schedule, preliminary execution planning, and cost estimating. Participate in the early development of the project completions strategy and completions management plans, working in consultation with Project Manager and Project Discipline Managers (principally Construction, Engineering and Procurement). Coordinate the early commissioning ability input into design, build, schedule and cost development. Provide Completions input into the project safety case and HSE strategies and plans. Develop and communicate the completions HSE strategy and plans. Development of completions strategy, management and execution plans and necessary testing, commissioning and start up procedures. Participate in Project Risk Management Processes. Ensure that area/system/sub-system delineation are defined, communicated and understood by all early in the project. Liaise with Construction Manager to ensure turnover of Commissioning Stage 1 (Mechanical Completion) is in accordance with the pre-defined systems and sub systems. Set up, populate and ongoing management of the Completions Management Tool (CMT). Ensure that field testing and commissioning activities are tracked and that punch lists and exception items are recorded and managed through the CMT. To agree all support staffing levels and additional work activities with the Construction Director. To ensure that qualified, experienced and authorised technical staff is available at site to meet the schedule and to support supervision effort. Ensure effective administration of completions contractors, suppliers and site services representatives at all times. Ensure that the planning of the construction work is in sufficient detail to enable job face activities to be fully identified and resourced and that works can be monitored and executed safely. Liaise with client operations to ensure that safe working arrangements, permit to work systems and tag/ lock out systems are fully understood, with authorised personnel in place, for all phases of the project. Confirmation and ongoing maintenance of the completions budget. Development of the completions schedule and integration into the project schedule (including forecast, review, analysis and update). Ensure CMT completions scope is aligned with schedule to allow priority based reporting. Provide Completions input into the construction strategy. Completions input into applicable purchase orders, service orders and contracts Overall performance in completions activities (including all Constructor and Operations interfaces). Identification , set up and maintenance of interfaces with all relevant parties (including, project groups, project associates, Client, Operator, Contractors, Regulators and Statutory Bodies etc). Resolve issues as they arise. Ensure Site Safety systems are communicated and complied with. Management of the site completions and commissioning teams to ensure and verify that all testing and commissioning work conforms to the project engineering and quality system requirements. Coordinate the overall work effort to maintain the schedule and budget within agreed parameters, including progress reporting. Manage response to site queries and other requests to/from site in a timely manner. Ensure liaison between Site groups. Highlight issues and trends that have the potential to impact project progress. Review and Verification of progress claims and claims for variations Recruitment of the completions team. Manage local purchases, through site cost controller. Manage regular (weekly, monthly etc) site safety, cost, schedule, and progress reports to the Project Manager for incorporating into the overall Project Monthly Report. Establish and maintain effective communication and co-ordination between site and home offices task force/departments. Promote harmonious relations and welfare of all site personnel.

Qualifications

• Bachelor’s degree in Engineering field 20 years of experience and must have worked on Phosphate Projects.
